Indiana and Wyoming Lawmakers Propose Legalizing Online Casinos in 2025

Only seven US states currently have legal online casinos, with Rhode Island being the only one to join this list in 2024. Lawmakers in Wyoming and Indiana are now pushing iGaming bills to help drive revenue in their respective jurisdictions.

Indiana Representative Ethan Manning introduced House Bill 1432 that would allow both regular casino games and digital lottery titles with a tax rate of between 22% and 30%.

Previous attempts to pass similar legislation were unsuccessful, most notably last year when Sean Eberhart was sentenced to a year in prison for doing favors for a casino company in return for a future job. He was on the committee that plays a big role in considering gambling legislation in the state. Senate leaders shelved all iGaming bills in the Senate for that legislative session.

Several lawmakers collaborated on House Bill 162 in Wyoming, which would legalize online casino games. It doesn’t extend to anything that tribes have exclusive control over, or fantasy sports and lotteries.

Researchers published the results of an iGaming feasibility study in November, projecting that a legal market could generate gross gaming revenue of about $887m in the first five years, resulting in taxes of up to $177m for Wyoming.
