That's not to say that large wins are impossible on these games - they can and do happen. It's just not on the same scale as the wins available on higher volatility games.
Casino game designers aren't eager to give out this information, but volatility usually becomes obvious after spending some time playing a particular slot. Most slot enthusiasts find that they're more drawn to one type over the other, so one isn't necessarily "good" while the other is "bad".
